There are 2 possibilities: 1) Someone enters successfully 3 times a wrong password for any account (here admin). Then the account is frozen for 5 minutes, after you can retry again, 2) Someone changed the admin password. Then you can bypass using the flexadmin account (same pwd). If someone screws the flexadmin pwd only issue is restart.
