I have never tried that, maybe you there is an issue with bundling a digital product in a marketing package when store is configured with NO_SHIPPING
Did you try the same by replacing the digital product in a marketing package by a physical product? This would allow you to check there is nothing else bloking you. If it's the store configured with NO_SHIPPING, then you will have to get your hand dirty...
