Hi Ashish I think you are right - the standard process tends to be that once an ICLA is received by the ASF, the Secretary sends a notification to the private list saying that it has been filed. The Secretary then adds the person to the ASF ICLA list.
Sometimes, as you say, people get added to the ASF list without a notification being sent to the private list (so yes, perhaps they are busy or it has been mistakenly missed). I think that if a person isn't on the ASF list then from an ASF perspective, their ICLA has not been officially received or confirmed. In this case I would suggest that the person who sent the ICLA send an email reminder to the ASF Secretary asking for confirmation that it has been received.
