I agree with Taher.

If the mailing list program automatically adds the footer to every mail, it gets unreadable.

Every user who subscribes gets a welcome message with detailed instructions, also on how to unsubscribe.

Why bother everyone for just a few cases?

I suggest we do the same with the user ML.
So every message sent to the ML would have a footer like

The obvious advantage is that every user instantly knows how to
unsubscribe
And can get more information with the help command.
