You should look into OFBiz promotion engine <https://demo-trunk.ofbiz.apache.org/catalog/control/EditProductPromo> and create one for a customer party or classification to allow different shipping rates or no rate. You can also look into ShipmentCostEstimate <https://demo-trunk.ofbiz.apache.org/webtools/control/FindGeneric?entityName=ShipmentCostEstimate> entity, as it has a partyId support.
