Hello James, While in OFBiz there is functionality regarding ordering and delivery (and invoicing) regarding 'rental services' the functionality regarding monthly invoicing is under developed. This issue appeared only once before (back in 2011).
In order to enable the community to not forget about this feature (and follow it up with growing insights etc.), I suggest you raise a ticket in our Jira. This way the project can keep everything related in one environment and track progress.
