Thanks Chris - its working now. I did what you suggested, and got an error that suggested that it couldn't read:
/Users/brideout/Documents/Projects/OODT/cas-filemgr/policy/elements.xml I saw that elements.xml was in policy/core, so I changed the two paths in filemgr.properties to point to the core directory.
