Dear OpenMeetings Developers,
We redid the test using a network with 300 Mbps bandwidth.
The first whiteboard appears normally with its toolbar and all the tool
icons without any issues.
On the second whiteboard, the Tool icons in toolbar are greyed out.
Hope this observation helps to narrow down the cause.

Yes, I have also had this issue but if you move the bar all the tools
are visible. I don't know why this is happens but if you move the bar
with tools everything is OK.
