In fact there are several possible limits: 1) max number of users per room set in Admin->Conference room this is SW limit, all user above the limit will not be allowed to enter the room 2) maximum amount of users able to work in the room without visible delay this is limited to server HW, banwidth, cluster being configured, etc.
In case you have 2 users per room you are limited by server bandwidth only ....
