Good idea, but I would turn it around and gray out the icon if the dialog doesn't offer any functionality and show it in the regular color if there is a reasonable functionality behind it.

I like the idea of icon "light up" :)

Maybe the "properties"  gear icon could somehow light up or change
colors when a user chooses a specific tool. That would indicate that
properties are available for the tool.

        Hi again,

in our tests we noticed it is not that easy to recognize that some
drawing tools have options or where these options can be changed
        at all.
We therefore had the quick idea that the drawing settings could
        show up
automatically when using a supported board tool (and close when
        using an
unsupported tool). Maxim had objected that this might be
        annoying for
        the users
        (https://issues.apache.org/jira/browse/OPENMEETINGS-2003). I'm
also not convinced that this would be the best solution to this
        problem.
But it would at least increase the "discoverability" of this
        feature. So
what do you think about it?

        Raphael
