Hello Deng Jinquan, This is not possible.
Whenever a file is shared with public link, the download will always be possible. Even if you remove the download button and block download, the user can always do right click on the displayed preview and download that. (but the preview might be smaller than the real image) This specific functionality could probably be achieved with third party apps by only allowing the preview to be downloaded.
