Hi James,
Very nice explanation, i understand the reason.
As the way you said, the regions number has become less.
I remember the hbase community ever advice the proper regions number should be 
between 100 and 200 on per region server, so for a small cluster, such as only 
contain several nodes, the 256 regions of SYSTEM.SEQUENCE table will occupy the 
user table.
If i misunderstand the view above, help correct me.
