Part contents are UTF-8 and there is no problem with that. Only problem is about partNames. When I add a part with name containing Turkish chars, the problem occurs.
It doesn't have any effect on reading them back with POI, it can read them correctly but when get the partName while reading the package, I get strange chars again.
