I suspect that the only way to accomnplish this is with VBA. You will need to use Excell itself to create a macro and then save that workbook as a template - POI does not yet support the creation of macro code. Next, use this template as the basis for every workbook you create using POI where you want the substitute paste function to operate.
All of this is based on the assumption that you can hijack the paste event and 'convert' it into a paste special event. I am sorry to say that I suspect this is a question for an Excel forum and, off hand, I do not know of any.
