This is not a POI issue, this is a Microsoft issue. Any office files that are 
somehow processed from the Internet will open up in protected view. You can set 
your word settings to resolve this, go to File->Options and select Trust 
Center, trust center settings, Protected View. Then uncheck the checkboxes and 
you won't get that issue anymore. But this will only work for you. You will 
have to advise anyone else downloading your word files through your POI 
interface to do the same.
