The download links use an array of mirror sites. Perhaps the one it sent you to has an issue, or some ISP peering link in between has issues. Whatever it is, it is outside the scope of the POI project, either with Apache.org's dynamic mirroring, the mirror itself, some hop in the routing, or the final leg to your computer. You could try from a different Internet connection, or just download the JAR files from the Maven central repository instead:
