Yep. That's right.
This will happen as long as you haven't received a request and you have the
outbound ping feature enabled. Once you've received a request it shouldn't
happen anymore.
You can avoid this by setting an the absolute url of the site in the server
admin settings.

Roller figures out it's base URL from the first http request it gets.
You can set it explicitly in site admin screens to avoid these errors.
