right place for planet and roller-custom.properties

I'd like to put planet-custom.properties and roller-custom.properties 
inside the roller webapp folder (I don't like to put private files in 
sared folder). But all my attempts have been useless.
I am using Tomcat6 I must put them only in /lib folder?
