You can do this by changing the frontpage template Weblog.vm. If you are using 
frontpage template as it is, it displays, pinned entries on the last page 
(where there is no more "next>" link). You'll need to modify the template  to 
display it on all or some of the pages. I have done it at 
http://www.crickopinion.com  to display on all the pages except the main page 
by changing:

                        ##if(!$pager.nextLink)  ==> comment/delete this
                        #if($pager.prevLink)  ==> add this line

                            #set($pinnedEntries = 
$site.getPinnedWeblogEntries(5))
                            #foreach($pinnedEntry in $pinnedEntries)
