Yes. Here's how it works. When you give a member of your blog LIMITED rights, they can do the Save Draft and Submit for Review actions. When a post is submitted for review then members with AUTHOR or ADMIN rights will see it on the Weblog Editor page as a Pending entry and if they approve of it then they can publish it. - Dave
