language settings?

The documentation for roller 4.01 states that the GUI will appear in the
language set for the user/blog.   I just can't get that to work. We added an
Application_hu.properties to the unpacked war file.. but the only way that
hungarian (or any other language) will be used is if I set the browser's
first accepted language to that language.  Is there a patch to make roller
actually use the language set in the blog/user settings?
