That is by design. We did not want a sysadmin to interfere in blogger's comment approval process, but we did want to allow a sysadmin to delete objectionable content and mark spam as spam. I guess this could be made configurable, but I don't have a need for that on any sites I manage. I probably won't implement such a change, but I would consider a patch that makes the change. - Dave
