Hi,
I'm getting roller 4.0.1 set up and I couldn't find any reference to
configuring it so that authors are not given the permission to create new blogs
(I'd like to restrict that to administrators only). I ran across an email from
2006 mentioning that as a nice feature to have, and I ran across this:

mentioning disabling user-creation of blogs -- but I've not been able to track
down how to disable that? Are there any instructions I can follow for that?
