How to point shiroConfigLocations to a file which is out of web application?

Hi, I have a appconfig folder which is in the same level with war of my web
application, and the shiro.ini file is placed in this folder, I want to
config the shiroConfigLocations to this folder, below are my attemptions
which are all failed:
../appconfig/shiro.ini
/../appconfig/shiro.ini
file:${CATALINA_HOME}/appconfig/shiro.ini

Do you have any idea to help out? Thanks.
