No, this will not work since roles and permissions from the ini file are only
applied if authentication is done via ini file, too.

Aside from that, ini file authentication and authorization are not meant to
be used for production uses but for quick and dirty development. In a
production environment roles and permissions are meant to be read from
databases or LDAP or something similar.
