Only the Shiro Team can answer that question of course. Maybe it
becomes more interesting, when a sponsor shows up who needs and pays a
Shiro 3 on Java 8.
As long as you only manage API compliant dependencies, its simple.
But when you will want to use new Java 11 only features from newest
libraries, you will always have to provide the empty Stub Class, which
becomes cumbersome and annoying.

I see it rather as a fall back scenario, when Java 8 compatibility is
needed. (Like in my FMA example, where many customers benefit from the
FMA acceleration but 1 customer is stubborn and still insists in Java
8).
