Namespaces have indeed been updated:
xmlns:mdb="http://standards.iso.org/iso/19115/-3/mdb/2.0"; Digging into
the doc I found this schema updates that GN seems to refer:

Thanks for pointing that. We need to compare the two schemas for
identifying the changes and for allowing SIS to read and write that
version in addition of the two existing versions. I created a JIRA issue
for this task:

In the meantime, since the changes seem very small, a post-processing
filter doing a search-and-replace of the URLs may work.
