Try

JAVA_OPTS='-Dlog4j.configuration=file:/<path-to-log4j.properties>'

Internally, this is just spark.driver.extraJavaOptions, which you should be
able to set in conf/spark-defaults.conf

Can you provide more details how you invoke the driver?
