The current rebalance and state logic takes care of this. However, if we do 
dynamic task scaling in future, the state migration also needs to be taken care 
of.

2- Is there anyway already in storm to monitor throughput on each bolt .(e.g. 
any readily available metrics consumer that gives the emitted messages values 
on UI)
