It's not automatic as of now. One of the sub tasks in STORM-2284 Is intended to address that .... titled "elasticity". I have some thoughts on how to go about it... but been busy (with the first sub task there) to write the design doc for it.
For now you can try manual rebalance as Anshu noted. - Roshan
