Max,

You can request actions for topology via REST API, which just get rid of
needs for 'client only' installation. Unfortunately submit via REST API is
not supported due to security issue, so you still need to install binary
distribution of Apache Storm to Jenkins, or take some alternative ways like
Arnaud suggested.
