Does your context works?
Try to put "hello.html" file in the root of your .war file

Then open it: /HelloWorldStruts2/hello.html

Struts uses ".action" extension by default. 

Try /HelloWorldStruts2/HelloWorldAction.action if HelloWorldStruts2 is your
.war file name
