Looks like a struts 1 application, why not struts 2?
It appears you are capturing request element instead of using the framework,
which will work fine but is just a bad practice.
Certain versions of Weblogic hiccup on comments in html and config files. Also
try port 7101 which is the default on most weblogic installs.
Although the real problem is struts-config.xml:
Your missing the form definition and the related mapping to the module, here is
a quick example:
<struts-config>
<form-beans>
<form-bean name="TtpSelectCourtReporterForm"
type="gov.nysed.oti.ttp.form.TtpSelectCourtReporterForm" />
</form-beans>
<... other tags>
<action-mappings>
<action path="/SelectCourtReporter" name="TtpSelectCourtReporterForm"
scope="session" type="gov.nysed.oti.ttp.action.TtpSelectCourtReporterAction"
validate="false" input="TtpSelectCourtReporter.jsp" >
<forward name="loadPage" path="/TtpSelectCourtReporter.jsp" />
</action>
</action-mappings>
