It seems firstly ${placeholder} is evaluated to empty by Struts then '' is 
evaluated to ' by MessageFormat.

I guess '$'{placeholder} or $'{placeholder}' or '$''{placeholder}' should work 
:\ could you please report back the result for each one? And which Struts 
version you test?
