You have to add a line to your struts-config pointing to your
message-resources:
<message-resources parameter="ApplicationResources" null="false"/>
(be carefull with typos)
If your using fmt... for the default bundle to point to the same struts
default message bundle, add this to your web.xml:
<context-param>
<param-name>javax.servlet.jsp.jstl.fmt.localizationContext</param-name>
<param-value>ApplicationResources</param-value>
</context-param>
