Internationalize Submit Button

Nesting the tag works for submit.  I was hoping this would work for
html:text as well but it doesn't unfortunately.  This is a sample of
what it looks like for i18n submit:

 

                        <html:submit>

                        <bean:message key="ui.login.submit" />

                        </html:submit>

I would like build a Struts-form like this:

I have the following entries in properties file:

search.for=Search for:

search.for.title=Search for book title

 

Question:

Is is possible to setup the submit button like: valueKey="search.submit"
(analogous title/titleKey) to have i18n facility?
