Frank, I'll agree with you on not wanting taglibs to be tied directly into Struts. Why? Because I like the idea of modularity. I think this comes from skimming over struts-chains and thinking (GASP) there are things I could do without using the traditional struts at all. *shivers in fear AND excitement at that idea*
