Thanks for the info, I am not running Forrest but it could very well be a problem with the parser. I'll continue pursuing the issue with the tomcat developers. Thanks

The tlds are not in struts.jar, check the Struts distribution, it is there, but I don't remember where it is :-P Anyway I had a similar problem when I used Apache Forrest as a webapp under the same Tomcat instance, it seems that Forrest changes the default XML parser, so that Struts TLDs are not parsed correctly, generating this error.
