Did you set up your Struts config to use org.apache.struts.config.SecureActionConfig for it's ActionConfig class?

Either
    <action-mappings type="org.apache.struts.config.SecureActionConfig">
...
   </action-mappings>

or per action,
<action className="org.apache.struts.config.SecureActionConfig"  ...>
