Just my 2 cents here, but isn't this an awfully awkward way of extending validations? Tiles does it nicely by putting an "extend" attribute on the tile definition, which allows sub-definitions to do overriding. I would expect that when Struts 1.3+ allows extending on all configuration elements, it mimics what Tiles has achieved.
