What is your container?  I'm using Struts v1.2.4 under Apache Tomcat 5.0.XX
and it worked fine after I disabled my Internet connection and started
Tomcat using this:

<?xml version="1.0" encoding="UTF-8" ?>

<!DOCTYPE struts-config PUBLIC "-//Apache Software Foundation//DTD Struts
Configuration 1.2//EN"
"http://jakarta.apache.org/struts/dtds/struts-config_1_2.dtd";>

<struts-config>
.... etc ....
</struts-config>
