I'm not a big fan of buying development software, but this plug in is worth the $30/yr it makes my whole development life easier. I think they even offer a 30 day trial to test it out. It allows you to right click in the outline view when editing your struts-config.xml file you can add a jsp/form/action all in one step and all the relevant files are updated, add all the fields and types you want for your jsp (form data), it creates all the setter and getter methods, implement any of the standard methods you want. Try it out if you have the time!
