The file is actual in \java\config. I figured out
what the problem was. I changed the doctype
declaration to a file on the file system rather than
PUBLIC "-//Apache Software Foundation//DTD Struts
Configuration 1.1//EN"
"http://jakarta.apache.org/struts/dtds/struts-config_1_1.dtd";
at that was what caused the problem. Changed it back
and it is working as expected. Thanks for the
