From an Action class you can use:
String dateFormat = getResources( request ).getMessage( "global.format.date" );

Or from anywhere else:
String dateFormat = MessageResources.getMessageResources( "ApplicationResources" ).getMessage( "global.format.date" )

I'm not sure how well this works with struts modules?
