Hi Your running Tomcat as an HTTP Server? Why? Tomcat is a Servlet engine and is not optimized for serving static content. You should put Apache Http server in front of it, serving static content.
I have Tomcat running on servers, and have seen more that 1200 concurrent sessions on it without any problem at all.
