Try extending the action servlet, and write a method that will call 'super.initInternal()'. (This is a protected method) Now call this method of ur extended Action Servlet when you need to reload the Message Resources Bundle, somehow - say by writing an admin action!! I don't know if thers is still a better method, but atleast if this mail can spark off a few of our seniour friends, that will enough TIP : Try going through the source code of Struts ActionServlet.
