Somebody posted in Bugzilla lately that a possibly cause of this problem is an incomplete set of commons-* jars, such as Common BeanUtils, Commons Digester, or Commons Validator [1]. Make sure your jar files are complete.
And if anyone has an idea on how we can solve this issue, patches and/or dev discussions are welcome.
