Well in my opinion the features in the current alpha version are good enough
to justify a first general availability release.
The good thing about Shale is that many of the features can be used
stand-alone, so I think many users may just use one or the other feature,
which is missing in JSF 1.1/1.2 but which makes development much easier. 
So from this perspective it makes sense to make Shale - as it is from the
features included - the first general availibility release.
