It's in the 'full' distribution, but somewhat hidden. Download jakarta-struts-1.1.zip (or .tar.gz) and extract it. In the 'webapps' folder, find struts-documentation.war. Either deploy it or just unzip it somewhere locally., The Javadoc is in the 'api' directory.
