You can configure your web.xml file.
In Weblogic, you do something like this.
<input-charset>
<resource-path>/foo</resource-path>
<java-charset-name>UTF-8</java-charset-name>
</input-charset>
In Tomcat, something like this.
<init-param>
<param-name>javaEncoding</param-name>>
<param-value>>UTF8</param-value>
</init-param>
